This is a full-time, Management service permanent position and is not represented. This is an Operations and Policy Analyst 4 position.
What you will do!
The Disability Inclusion and Accessibility Strategist creates comprehensive agency wide policies, procedures, guidance, and work plans for expanded awareness of disability culture. This position will integrate a broad range of accessible and inclusive practices in support of OHA s goal to eliminate health inequities by 2030 through system evaluation and integration. This position will work across the agency and with OHA contractors to evaluate and make recommendations regarding the accessibility of physical meeting environments and virtual meeting environments. This will include but is not limited to accessible routes, examination rooms, medical equipment, parking, restrooms, signs/wayfinding, virtual meeting software and meeting components.
Conducts inclusion and accessibility research and analyses of applicable statewide and federal regulations, policies, and best practices and ensures integration of these practices into all OHA policies, procedures, and work plans. This position will also serve as a policy advisor on the accessibility of agency operations and develops short term and long-term plans, goals, objectives, and milestones related to physical access, effective communication, reasonable modifications, and emergency and disaster response for people with disabilities. This position will also serve as an advisor to agency leadership on disability inclusion issues and concerns and provide recommendations to address gaps and barriers for people with disabilities. This position will develop strategic assessments of organizational needs for operational improvements, training and develop training materials as appropriate. Develop and deliver training for internal and external partners, provide ongoing consultation and coaching, and develop a library of best practice resources to support disability awareness, accessibility, usability, and inclusion across the agency. Coordinate with external relations, public health emergency staff, and community engagement staff across all divisions to provide guidance and recommendations for supporting public outreach and communication efforts to ensure disability inclusion and accessibility.

MINIMUM QUALIFICATIONS:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.
REQUESTED SKILLS
Demonstrated ability to provide technical assistance to state and community-based programs on disability inclusion and accessibility.
Demonstrated ability to manage large, complex projects and continued management to ensure work is completed in a timely, accurate, and effective manner across a complex organizational structure.
Demonstrated ability to engage and work effectively with culturally and linguistically diverse communities, including existing effective relationships with diverse community leaders throughout Oregon.
Demonstrated professional development around anti-racism, eliminating health inequities, culturally and linguistically appropriate services, civil rights, social justice, universal accessibility, cultural humility, cultural responsiveness, social determinants of health and equity, unconscious bias, trauma, healing, and resiliency-informed practices.
Experience developing, implementing, monitoring, and evaluating policies and programs that allow OHA to meet its strategic plan goal of eliminating health inequities in Oregon by 2030.
Must be able to interpret federal and state laws, regulations and guidelines and apply the interpretations to create OHA policies and procedures.
Demonstrated experience with Title II of the Americans with Disabilities Act.
Strong organizational, analytical, and problem-solving skills.
Demonstrated understanding of accessibility and disability inclusion barriers that impact people with disabilities.
Experience conducting accessibility audits in physical environments.
Demonstrated ability to exercise good judgment, to interpret complex policies or procedures, and to effectively communicate these to a select audience.
Demonstrated lived and/or working experience building and stewarding positive relationships with diverse community groups, including communities of color, immigrant groups, Tribal governments, the disability community, and other traditionally marginalized communities.
Demonstration of effective delivery of culturally responsive and inclusive services, including evidence of ongoing personal development on unconscious bias, health equity, anti-racism, diversity, and inclusion.
Demonstrated experience working with staff, management, and stakeholders to achieve common goals and accomplish objectives.
Strong informal leadership and management skills and ability to display collaborative work style to successfully engage staff, managers, and stakeholders in health equity initiatives.
Experience working collaboratively across organizational units toward shared agency goals.
Demonstrated track record for completion of high-quality deliverables within short timeframes.
Demonstrated ability to work effectively with community members, key stakeholders, and diverse work teams.
Extensive experience in and knowledge of principles and practices of large-scale project management.
Advanced knowledge or professional experience with governmental public health systems and working knowledge of population health, workforce diversity and operational metrics.
Strong facilitation, problem solving, and coaching skills, with the ability to provide consultation and/or technical assistance.
Strong oral and written cross-cultural communication skills and experience.
Ability to and experience in presenting complex data to multiple types of audiences including workgroups, management teams, formal committees, stakeholder groups, and governing bodies.
Working Conditions:
This position is located in Portland. Travel is required to Salem and around the state. Telework is
an option for some aspects of the work. Some nontraditional work hours.
Requires frequent use of a computer for prolonged periods to produce written documents. Must have good computer skills and willing to learn new technologies as they are introduced into the
workplace. This position regularly works with internal and external groups composed of racially, ethnically, linguistically, disability and gender-diverse individuals.
